For generations, some of India’s most marginalised communities lived without a permanent address. Nomadic and de-notified tribes, historically dependent on mobile livelihoods, were unable to settle in one place long enough to access land ownership, civic identity or basic services. Over time, this exclusion translated into fragile housing, social invisibility and persistent insecurity.
Recognising that a safe home is the foundation of dignity, stability and opportunity, Mr Inder Modi, in collaboration with Vicharta Samuday Samarthan Manch (VSSM) initiated this Housing Programme to enable vulnerable families to move from temporary shelters to permanent homes-and from uncertainty to belonging.
From Nomadism to Neighbourhood
For centuries, nomadic families have moved from village to village, often without legal identity or land rights. One of the most critical barriers they face is access to land.
Under various schemes of the Government of Gujarat, eligible families from nomadic and de-notified communities are entitled to residential plots allotted free of cost. However, lack of awareness, challenges in documentation and limited institutional support often prevent these communities from accessing their rightful entitlements.

VSSM plays a key facilitative role in bridging this gap. The organisation:
- Advocates for nomadic and de-notified communities with government authorities
- Assists families in filing applications and completing required documentation
- Supports families through the process of plot allotment and possession
- Provides technical guidance and partial financial facilitation for house construction
Once plots are allotted, VSSM works closely with communities to develop housing colonies, ensuring planned layouts, quality construction and long-term sustainability. Through this end-to-end support, families are finally able to settle and build a place they can call home-truly transforming lives from nomadism to neighbourhood.

Govindbhai Somabhai Raval
We request the support for Shri Jivabhai Dhulabhai Raval- a resident of Bidaj village of Kheda District who your good self had met during your field visit. We are grateful to Shri Inderlal Modi for his decision to support Jivabhai Raval. His brief profile is as follows: Jivabhai is 76 years old. He used to run his livelihood by selling cutlery in the market till now. But now because of his age, he is unable to get any work. When our field worker Rajnibhai came across Jivabhai, he offered him to give monthly ration kit as part of VSSM’s Mavjat Programme, but he said, “as long as I am physically able, I would not like to take anything for free. I want to work and earn.” Thus, he requested to give him the support of a handcart and some cutlery material so that he can start the cutlery business
Smt. Poojaben Tejasbhai Vanzara
During your field visit to Bidaj village in Kheda district, you had met Smt. Poojaben Tejasbhai Vanzara. At that time, we had requested you to kindly extend support to her so that she can come out of poverty. We are sincerely thankful to respected Shri Inderlal Modi for his kind decision to support Poojaben. Poojaben, aged 24 years, lives with her husband and two small children in Bidaj village. Her husband is working as a daily wage labourer and Poojaben also supports the family by doing domestic work. However, due to the responsibility of taking care of her young children, she is not able to continue her work regularly. Poojaben has knowledge of sewing work and is willing to become self-dependent. During the visit of respected Shri Inderbhai Modi and Smt. Dimpleben, she shared that while she can earn through domestic work, having a sewing machine will help her earn from home while managing her children. Understanding her situation, respected Shri Inderbhai Modi and Smt. Dimpleben kindly agreed to support her. Accordingly, we have decided to provide a sewing machine to Poojaben so that she can earn a stable livelihood. We once again express our heartfelt thanks to respected Shri Inderlal Modi for extending this valuable support to Poojaben.
PROPOSED BUDGET
The budget for the proposed programme is as under
Shri Inder Modi remitted Rs.25,000 to VSSM on 5th August 2024 with which VSSM provided Hand Cart and Cutlery material to Shri Jivabhai and Sewing Machine and Material kit to Poojaben Vanzara. These donations helped the beneficiaries to earn livelihood and lead a more respectful life.
